The Roles And Functions Of The Administrative Office

1. Headquarters and custodian of the 501 © (3) corporation, and the non-profit status as recognized by the Internal Revenue Service and the Secretary of State (WA).
2. Headquarters of the Corporate Board, the single legal entity of the corporation.
3. Custodian of corporation by-laws, policies, contracts and legal documents as approved by the Corporate Board, legal counsel, & CEO.
4. Office of the Executive Director/CEO, the chief executive and professional officer of the corporation.
5. Lead, manage and assist all Boards (Corporate, Foundation, Governors, and 5 Branch Advisory Boards) in the Strategic Planning and goal setting process of the organization; and in the development, implementation and adherence to organizational policies and procedures.
6. Assist all Boards in the development of the annual operating budget, and/or capital projects. Manage and oversee those budgets throughout the year.
7. Provide staff support, and ex-officio membership of clusters, standing committees, task forces or special projects.
8. Responsible for insurance counsel, and risk management of the organization including umbrella, liability, membership, directors and officers, vehicles, property and other.
9. Legal counsel and representation.
10. Corporate fiscal agent: including all finance policies, systems and reporting, purchasing, vendors, tracking and control, statements, payroll, benefits administration, taxes, CPA, annual audit, investment management, and banking.
11. Human Resources: policies, employment records, employee handbook, personnel procedures, planning, staff benefits management, staff and Board orientation and training; professional associations, performance review, authority for recruitment, selection, training, supervision and dismissal for all employees.
12. Develop and carry out overall public relations program; marketing, media relations, publications; advise and assist Units concerning their local community relations efforts.
13. Plan and manage the information systems of the organization to assure the development and implementation of cost-effective systems and efficient and up-to-date computer operations to meet current and future needs; data base management.
14. Boys & Girls Clubs of America: to meet all requirement of charter and membership; participate in annual evaluations through the Stages of Organizational Effectiveness (SOE’s) and Commitment to Quality tools; submit the BGCA annual report, implement the BGCA program model; interface with the Regional Service Director in all aspects of mission and operations; participate in BGCA conferences and trainings; access bgca.net; active membership and leadership in the Washington State Boys & Girls Club Alliance, membership in the Association of Boys & Girls Club professionals and staff advancement programs including The Academy of Boys & Girls Club professionals..
15. Oversee periodic visits and evaluations of the Branch as requested and needed.
16. Provide direction for inter and intra Club activities and special projects.
17. Resource Development: special event production and management; resource development audit; annual campaign, major gifts, grant writing and administration; liaison to United Way; specialized giving programs; endowment marketing and management; corporate, individual and foundation relations.
18. Capital planning, financing and management.
19. Property and facility management.
20. Government relations- local, state, federal.
